R1 Track Dimensions

So for LGB R1 curved track, all indications indicate that the outer diameter of a circle of track is 51 inches. Is the 51" measured over the outer edges of the ties or is it measured over the outer rails ?

I should know this but I seem to be having a brain freeze.....:giggle:
 
I believe it is 48 in centre line so 51 in to end of sleepers sounds plausible....

the mentioned numbers are near enough.
i know for sure, that the ties are 86mm long. (3.38" )
so from centerline to the outside there should be a mere 1.69".
