On your EZ-DCC system, they changed things a bit to make it easier. You basically have up to 9 locos "saved" in your system, and you push button 1 through 9 to control them. Effectively the REAL DCC address is "hidden" from you.

The downside is if you go to another system, you really don't know what is what. So the literal answer to your question "is loco #2 on my system going to be loco #2 on another system" is NO.

Having helped a friend who started out with an EZ-Command before he saw the light and got an NCE PowerCab, we confirmed that the addresses 1-9 on the EZ are the short addresses 1-9, so they will equate to the same address on another DCC system.

I'm going to read that manual again, just to see why I misinterpreted it, what I read was that it matched the existing decoder address to the button desired, but perhaps that is a simplified explanation of forcing short address in CV29 and setting new short address 1 through 9 in CV1.

Yeah, it reprograms. It has no program track and from memory I think the manual gives a strong warning to remove all other locos before programming! That's why I suggested trying that to sort out the speed step mismatch.
You mentioned the voltage possibly being a bit low: in the UK N scale world we know the EZ Command as being a bit high!! It probably depends on the power supply feeding it. Generally folk are advised to move on to something better as soon as they can.
