Hi Nigel. Dietz only issue instructions in German, but let's see what we can do to help.
Are you using an LGB MTS central station? If so, the first thing you need to check is that the following CVs have been set so that the decoder knows what to expect:
CV29=20 (14 speed steps and automatic analogue detection)
CV49=2 (allocation of functions in line with LGB MTS commands)
Those are the factory settings of the decoder, but may have been changed by a previous owner.
Regarding the CV5 value (top speed), you're right Dietz only have a range of 1-63. However, if I read the manual rightly, by switching CV29 as above, the decoder internally then converts the range to steps 1-255, with the values as shown in CVs 67-94. You can alter each of those CVs individually if you really want to.
