Contact cement is a powerful adhesive made of neoprene and synthetic rubber. It is highly resistant to moisture, bonds almost instantly, and requires no clamping of the bonded materials. This adhesive can be susceptible to deterioration, however, and it is not as effective when a powerful bond is required for a long period of time. It works best used with plastic, rubber, glass, leather, metal and veneer.
 
Totally useless for anything but a temporary fix outside, will break down in 3 - 6 months. Been there tried that....
 
you can get a external version of this, they use it in boat building, for veneers on yachts etc
 
Very useful where the two surfaces to be joined have differing expansion rates, I.e. a warm summers day. Great for some bonding purposes where the finished item will be used/stored in the dry.

I rarely endorse a product... But if you want instant adhesion weather and heatproof then this stuff is hard to match. I have glued marble blocks to polyethylene plant pots for outside use with it. It's specifically for plastics but it will bond almost anything to anything in a few seconds;
