In lieu of painting wood planks on a new layout that will not feature any scenery, have you considered using green astroturf that is available at Home Depot or Lowe’s DIY centers? This is merely a suggestion.

Cork tiles maybe a good idea?

I saw a Lego layout recently where the baseboard was covered with carpet tiles, which looked quite good....

I have used bits of AstronTurf and the cheepo Lidl stuff in small areas in my shed to make me happy. Can be a bit tricky cutting the Garden Turf, a good set of sharpe large scissors helps. Don't use SWMBO’s best sewing ones!
