Unlikely, unless the building is actually touching the points. Try wrapping a piece of wire around the lever & putting the other end into the ground, you'll earth the lever that way, rather than through you.It's an outside line, no artificial grass near the points but there is some in the garden, it's only on one set of points it happens, next time I run I will make a note if I am standing one with foot on the artificial grass or not. I swapped the lever off a set off a set of points that doesn't do it, to this set and it still bites back so it's not the lever ? I could swap the points out for a spare set but I doubt it would make a difference.
Just realized what is different about this set of points it has a Foam Board building right next to them I wonder if the building is building up Static and discharging through me when I touch the points ?

Some people seem to be better conductors of static than others. My wife will get a static shock from something - whilst I will not! At one time, it used to be popular to earth cars with a trailing strip.
