You probably can find parts in piko-shop.de, but they don't ship to UK since brexit. However, if you find a partnumber at piko shop and parts diagram you likely will be able to get them ordered via one of local dealers.

It is doable, but requires skill and tool that not everyone has. I probably would just print it - PETG at 1.5mm is surprisingly strong. But again, skill and tool.

Fully agree but nobody is born with the skill, simple soldering is almost a must for garden or any railway modelling, a simple jig made from a few nails, some cut plastic stripped single strand wire and a bit of old wood with practise can soon built a worthwhile set of handrails, even after a few false starts.
