Why not? That there were 2 lines that used them in UK is somewhat odd, but they did serve a purpose on the Leek and Manifold at 2'6" Gauge. After the closure of the L&M they went to the Ashover where I believe the performance on the 2ft Gauge was not so good. So perhaps if your concept is 75cm or above it would be believable.I might just have to pretend that some remote railway had a set.
Yes the L&M ones are more akin to the type known as Rollwagen in Europe and the HSB have them too. The Rollbocke are slightly different in being separate bogies.
