Thank you, its actually a very simple effect.

Just wrap your chosen wagon is clingfilm, take a snotrag and soak it in watered down PVA and then fit it over the clingfilm and wait for it to dry.
Once its dryed you can remove the cling film and the tarpaulin will hold its shape and fit like a glove to the wagon.
