The concept is good - I like the use of the screw jack principle - the only adverse comment I have (nit-picking, pedantic person that I am) is the cross levels on the shelves could do with a tweak!
But, seriously, it's a good idea.
I find my storage shelves with stackable (ex-supermarket) veg boxes are becoming a PITA, as the combined weight of two locos in a box is now getting more difficult for me to lift. I had planned something similar myself but with the lifting section acting as a traverser to serve four or five tracks per shelf.
This concept has been around for a considerable number of Years now. I well remember seeing it in (or should I say the concept) some of Ian Rice's Track Plans. Looks like the perfect solution for A mans Railway that I visited earlier this Year.
