Please can anyone identify this loco?

I don't think so. The proportions of a Kerr Stuart look different. Also it looks like the loco in the photo is an 0-4-0 whereas Kerr Stuarts were 0-4-2.

Is it a Hunslet? Whereas most of them had a vertical sided saddle tank, I found one on the wiki page for Quarry Hunslets, that had a rounded saddle tank as the photo. The cab was a bit more basic though.

Kerr Stuart & Co. as B/No.606 of 1893

Mickb was correct. An Australian light railway loco expert, John Browning, says it is Kerr Stuart builders number 10 of 1893. It was ordered by William Knight of Singapore and arrived at the Cosmopolitan Gold Mining Company, Pine Creek in 1894. It then was owned by five other mining companies before being scrapped in 1955.
