I use ISOPON P38 from Wilco. It's about a tenner for a fair sized tin (includes tube of hardener and a spreader). Gets proportionally cheaper the larger tin you buy. It used to be available in a tube (or something similar did) years ago, but haven't seen it sold like that recently.

If you are using it to fill gaps after "surgery" on figures, I'd use either Milliput (one of the finer grades like the silver/white) or Greenstuff - both are 2-part epoxy putty, Milliput is made for model work while Greenstuff was originally a plumber's product for pipe sealing, but now is the preferred choice of most professional model figure sculptors in the smaller scales - it's ideal for filling gaps in larger figures.

One further thing to bear in mind is that the car body fillers mentioned are generally quite "sloppy" in consistency, as they are meant to be spread over large areas - you can't really "mould" them into shapes; the modelling putties like Milliput and Greenstuff are more like plasticene when mixed, and can be worked with fingers, pushed into gaps, formed into shapes and smoothed out with a moistened tool (oo-er...).
Both types have their particular uses, which you go for really depends on exactly what you want to do with it. You could fill a large gap in a figure's repositioned arm with car filler, but with the putty you could mould the figure a new hand....
