My thoughts for some plants that will look good on a garden railway to mimic forrest plants trees etc:

• Dwarf Alberta Spruce
• Dwarf Mountain Pine / Mugo Pine
• Creeping Rosemary
• Common Thyme
• Dwarf Lavender / Compact Lavender
• Dwarf Cotoneaster / Rock Cotoneaster
• Oregano / Marjoram
• Chamomile
• Dwarf Sage
• Stonecrop / Sedum
• Goldmoss Stonecrop / White Stonecrop
• Creeping Thyme
• Blue Fescue
• Common Polypody Fern
• Miniature Hosta
