The ridges are an attempt to cause the water to tumble more as it cascades downI'm thinking that if you mortar in place a few jagged rocks here and perhaps pile them up a little that should encourage more splashing noises. It depends how strong the flow over the weir is, if it's low (and the width of teh weir indicates it will be) I doubt you will get much sound from it no matter what you do.

It was the visual effect, rather than the sound I was after,
as its wide, the volume per inch over 40 inches wide is going to be low,
so wanted to make most of the visual by multi cascading
well thats the theory anyway
