They are skirts commonly mandated on Tramways where Steam Locomotives were used. The line (C&VBT) you are showing the picture of was particularly interesting in the the Road was the same side of the line all the was so the Locs only had the skirt on one side. They also had a Beyer Peacock Locomotive very similar to the ones on the Isle of Man that was similarly disfigured.

Supposedly, a safety measure, to protect animals and people..
Many of these rural lines ran (almost) along the roadways. Especially true, when the same (pre-existing) Road Bridge, then had track's laid across it.

Also, these lines were not fenced. Generally, all lines had to be fenced off.

They were a legal requirement on tramway lines that ran in, or alongside, public highways.
