They are skirts commonly mandated on Tramways where Steam Locomotives were used. The line (C&VBT) you are showing the picture of was particularly interesting in the the Road was the same side of the line all the was so the Locs only had the skirt on one side. They also had a Beyer Peacock Locomotive very similar to the ones on the Isle of Man that was similarly disfigured.
