The voltage on a factory fitted jobbie is probably controlled by the main board rather than the decoder. The current used by a smoke unit at these low voltages can be pretty high - perhaps too high for the average decoder. Is the smoke unit wired direct to the decoder or the main board?
Whilst 3V is a bit low there is a big variation betwen boards. Also, with no disrespect to your meter, how accurate is it?

The meter is digital so should be accurate. I presume that when you say mainboard and decoder you mean 2 separate boards.
There is only one board in this loco ie the decoder. I have set voltages before with no problem on LGB decoders and just wondered if any one else had come across this problem ........8|
