Following the one thing at a time approach I decided to do either side of wheelsets separately so there be only one loose wheel to be adjusted at a time. After duly degreasing the joints I used the drill press with a matching drill - inverted, of course.

After some curing I finished and quatered one wheelset to serve as the master.
After three days I finalized the remaining wheelsets. I immediately dropped all three axles into the frames, attached the rods, and some wiggling of the newly attached wheels eliminated any binding. My consideration being that, if the master may be off due to my personal, or inevitable imprecision, all wheelsets will be matched at least.
