My hometown, Waverly NY, did the same thing with their official village logo.
Waverly was on the mainline of the Erie railroad, a very historic and important American railroad.

Its a very tiny 0-4-4T commuter Forney, of the type that ran on the New York City elevated commuter lines..
Waverly is no where near New York City, and nothing like that ever ran on the Erie.
it was simply a case of "draw a steam engine for this logo" - done.
