Why would they show a Black5 on USA stamp or promotion bumf?
Is it that their loco recognition is as bad as the Beeb and various film companies who frequentky show totally inappropriate trains and rolling stock.

You also have to realise that (a) very few americans have ever travelled by train and (b) steam trains died in the 1950s, so anyone below retirement age never saw a real steam engine.

Pretty normal - same reason that the 'jet powered' Batmobile generated wheelspin in the films

That was because the bat mobile used a drive chain to the wheels to make them turn, a bit like a Hercules C-130, which is jet powered having propellers.

"Find a photo of a train we can use on this poster." - done.

My hometown, Waverly NY, did the same thing with their official village logo.
Waverly was on the mainline of the Erie railroad, a very historic and important American railroad.

Its a very tiny 0-4-4T commuter Forney, of the type that ran on the New York City elevated commuter lines..
Waverly is no where near New York City, and nothing like that ever ran on the Erie.
