I weather a lot of my cars and have used a coat of spray can Plasticote red oxide (other matt oxide spray are available!) as a base. It is nice and matt and very near to box car brown (especially that used by Rio Grande). If you use another colour that is not matt, when you have finished I recommend Testors Dulcote matt varnish spray. I have used every matt spray varnish going and the best for matt is Testors by a mile.
Fitsy take off the bogies, take out the wheel sets and then spray (light coats so no dripping) each side in turn. Even the underneath.
Also spray the bogies but first cover the journal holes and the bolster top where it will be swivelling under the body.
You can leave a few minutes between each coat pass as the paint dries quickly.
When you are satisfied that the car and bogies are coated well and look good you can go on to decal applying and weathering if you wish.
If you have used a non matt paint sheen etc, then use the maat varnish, again do not saturate heavily as it will run and spoil the effect .
Oh and yes , paint the outsode and inside of the wheels. These can be done as box car red but if you want to weather them then a dark dusty rust brown is better.
