Maybe that might be some help? Not sure how you buy - whenever I look at the site it always seems to be unavailable to buy until some future date!

Erector Sets would be another area maybe?

Alternatively, you could use a friction drive (geared motor with rubber wheel driving the turntable from underneath.

I seem to remember someone making a large gear wheel using LGB rack track sections.

Not sure how Lego would stand-up to the weather / UV outside though?
I've not experimented but I would imagine fairly well, as they have some theme parks made of it ;)

Outside Hamleys in London they've made a bus stop from the stuff; shelter, flag, the whole thing!

If not Lego then staying with the toy theme, have you thought about K'Nex ? The "K'NEX Crown gear large Yellow with extra hole", half way down this page,

http://www.knexusergroup.org.uk/acatalog/knex-parts-gears.html?region=uk&gclid=CL2H-fL_h8QCFbPKtAodtnsAKg

is quoted as being 130mm, smaller than you were looking for but they have them running those ferris wheel display models all day, every day in toy shop windows so I'm assuming they're reasonably hard wearing.
