More or less, but that was the point, it was meant to be cheap.

You're never going to get a smooth ride on a 4-wheel railway vehicle.

Yes and no, was a sort of Leland National bus body adapted to run on rails as were the original Irish and many other Railcars. Indeed to be cheep, we are a ‘world leading Country’ on cheep;

Except, by this time compared to other countries outputs we were not inexpensive, just cheap.
