It shouldn't be too difficult to fabricate one from a bit of metal. I would suggest get in touch with the 16mm Association, bug I'm not sure if that would be much use to you over there

I made servo brackets quite easily using L apsheps aluminum strip for my 00 point operating ones. A bit of work with a junior hacksaw, drill and file should be a relatively simple lead into learning some metal work.
 
You could try a model shop which sells boats, cars and aeroplanes for something suitable....

Thank you these tools i have and will give it a go.I have a question for you,I been searching high and low for a miniature tubing bender,For 1 to 123 mm copper/Brass tubing.
 
Brass tube can be difficult to bend, as it is quite hard and can't really be Annesley (softened). Copper is much easier to bend, but needs to be annealed first. This is done by heating it to a medium red and then letting it cool down. Using a pipe-bending spring like the ones Monty Monty suggests will stop the pipe from kinking or narrowing on the bend.

I was going to suggest but Monty beat me to it, i take his point re brass tube which explains why the pipe runs in our scale live steam engines appear to be all copper tube?
