Nearing the completion of my new sawmill I noticed how clean it was and I can't have that. So I'm looking for something that I can dust around to represent sawdust that is water proof that I can glue on to the floor and things. Open to suggestions
 
Sand, dried in the oven, sifted to the appropriate coarseness, can be stuck down or to things with white PVA glue and soaked with diluted PVA glue for more permanence. Can be painted and/or varnished when dry.

You could use the dust resulting from sanding a piece of wood down - an electric sander with a dust collection bag would be useful.
 
I'm at the same stage with my sawmill. I've been sanding down some MDF, which produces very fine (and probably carcinogenic) sawdust. I'm trying to gather it up, but it's quite elusive.

You're right about the dust. If you are cutting the stuff, especially indoors, a mask is definitely a good idea. And you should always use the vacuum attachment to your saw. Apparently MDF could turn out to be an asbestos problem in the making. As the dust is so fine it stays in your lungs, if you smoke it sticks into the tar already there, making it worse. Not good for healthy living!:shake::shake::tmi:

Discard MDF sawdust Rik..

Sticks to everything, especially your hands, then contaminates everything you touch..
Makes a mess of your nice shiny paintwork. - Either before you paint, or just after!

I went to a cabinet shop and got a bag full for no money

try a cabinet shop they got a ton of the stuff for free
 
yep - but in our limited use it is minor.
