cmdline.txt was rootwait text added to the end of the command line?
This holds the SD Card boot process up for about six seconds, allows the HDD to spin into action.
By itself absolutely nothing, the aim of "text" is to waste time and occupy the RPi with a meaningless task during the boot process to allow the external HDD to "spin up" and be ready.
The RPi boot process is turo charged ( compare it with the lame and ever so sloooowwwww Windows 10 booting process!) as it is just too quick for an external HDD to spring into action, inserting the word "text" after rootwait slows the RPi down by around six seconds, a modern day HDD can usually spring into life after around two seconds, older models of HDD need a little extra help.
