So I am looking at this board on Ebay. Would I be able to use it if I supplied power to it along with a speaker ? I'm thinking of installing it in a trailing car.

Yes, but you'd need a chuff trigger to make it work with the option of bell and whistle triggers.
I've installed one in a Lionel Atlantic tender for a mate following Beavercreek's topic.

Mike's last posting, about the need for eight magnets, is important. The hall sensor uses one polarity to turn on and the other to turn off. The board seems to be programmed to ignore every other pulse to give two chuffs per revolution.
