Electrically and functionally they are identical. The 12070 is a bit shorter than the 12030.I note that this is a type 2 and not sure what the difference is between this and a type 1 ref 12030

The 12030 one uses a pair of toggle switches which are driven by the actuating bar

Not sure where you get that idea from, looks more like they have just added a couple of wires to remove the dodgy screw wired connection that can fail over the years. Though not entirely sure the 2 wires with connection and lengthening required would be much better unless dealt with properly with soldered and heat shrink connections.Looks like it has built it rail power switching.
