Does anyone make a Disney engine? If so what manufacturer?

Accucraft US made both a live steam and a sparky version a number of years ago. You could check with them and see if any are still around. They also made a Fort Widerness engine (Walt Disney World) in live steam based on a Ruby, but that was quite a while ago also. The FW may be hard to find at any reasonable price as they also made coaches for it. The engines and coaches are typical Accucraft, all brass and steel.
 
Someone makes a G scale Disney World train set. They occasionally come up on EBay, especially US. I think they were sold at Disney establishments.

LGB certainly used to offer "Chloe" the little 0-4-2 from Ward Kimbal (Disney animator)'s Grizzly Flats RR. This is mine, it's very cute! Not sure if it's been re-issued with the new chassis design?

Hartland used to offer "Emma Nevada" 2-6-0 mogul also from Grizzly Flats RR but I don't see it on their web site any more.

Battery powered with sound and lights. Came in a set from Florida (several years ago) with two toastrack coaches, an oval of track and a number of cartoon figures.
 
Just to add to what has already been mentioned above.
Not exactly a Disney locomotive but Ward Kimbal's 'Ema Nevada' 2-6-0 which ran on his 'Grizzly Flats RR' is now available from Bachmann. They are a bit pricey compared to the previous versions of 2-6-0 but they now have the 'unsplitable' metal gears etc. Bachmann currently make coaches to match also.

The short excursion cars and the red open cars the same as the ones hauled by Chloe on the Grizzly Flats RR were made by LGB.

LGB made a series of coaches such as the 'Lilly Belle', 'Coney Island etc. that ran on some of Disney parks. There was also a 'Big Thunder Mountain' set with a saddle tank Porter with open cars.

They also made the Magic Kingdom train set with a forney and long excursion cars.

New Bright make a cheap Disney set. I had one of the long excursion cars but the scale is more like 1:32 or something so they don't match very well with all the ones mentioned above. It is pictured below:

Here's a video of some of the equipment made by LGB that was made available in 2006 and can be found occasionally on eBay. As mentioned before, they can be pricey, if you find them but values seem to go up and up in the long run. There are some other videos on our channel that you might enjoy also that show other Disney trains as well as standard railway equipment.
The locomotive in the top photo is a Hartland, Lilly Belle. The locomotive in the center photo is LGB's Disneyland Railroad, Fred Gurley. The locomotive in the bottom photo is an LGB and has a custom drive installed by Barry's Big Trains out of Phoenix, Arizona. This locomotive is displayed in one of our videos also. Hope some of this helps!

If you like Excursion Cars (which I personally hate) the ones that came in those sets are rather desirable. Me I would use them as bogied Tram Trailers, much more believable use. And yes I know all sorts of US Railroads use similar as Excursion Cars, had to endure the things in Colorado and I think at Disney as well. They to my eye just do not make a nice believable picture.
 
Lgb also made an oil burner mogul version.
And, a forney in disney livery

Be forewarned, anything of disney ilk is"collectible" and priced as such.

The disneyland lgb items, especially the coaches are very pricey, and somewhat scarce.

Grizzly flats, less so.
