Decoder output

I am puzzled by what's coming out of my decoder aux outputs. I am using a MD GLD to run a coach lighting & I need 6 volts. I have set the output CV to 28 & measured the output with a true RMS multimeter (Fluke 87). On DC it records just over 2 volts but on AC it records 6 volts.
What is coming out of the decoder, is it AC or DC? I thought it should have been DC with PWM but now I am not so sure.

It will be PWM DC..
Probably at around 16kHz.. But unless you have a 'Ramp-meter' designed to measure this sort of thing, your meter will be confused.
