Colour of roof felt for base

Not green..

But the felt 'sort-of' represents the earth (soil) and the ballast would normally be a lot lighter..

I use the best quality stuff from BnQ tis a nice dark blackish colour that nicely resembles the Ash base that many railways used to use before the grey ballast.

Any greyish colour stuff, it'll soon wether to something different, and of course you can use paints to weather it a bit more to your liking

Indoor or outdoor ? Raised ? If indoor my solution was to use potting gravel (edit - grit not gravel). Mix with some diluted PVA and fill like regular ballast. This is laid on regular indoor "grass mat" with bits of clumping material for weeds. Max
