The simple answer is found in post #3983, which appears on page 200 would you believe, but you would need to trawl back further from there to see how the whole base was constructed, hours of endless fun and inspiration.

I use fine roofing felt for platform surfaces (PVC foamboard) and coarse for my raised wood baseboard, and to avoid puncturing it with tacks, stick it down with Black Jack bitumen paint, applied by brush - can be messy but does work. You have a couple of minutes only to apply the felt before it starts to go off.

My railway is raised of the ground ,built on tantalise timber planks .the shed roofing felt is rolled out 1st, over the entire area. To have roads, the grass, or buildings and pavement are added last..if it needs to be pined down,it's done were it won't show,ie under the buildings ect..
It's has performed quite well, you can walk on it, it's easy to clean up..

I have used wet/dry emery sanding cloth bonded to some type or flat weather proof substrate for outdoor use. The emery cloth can withstand weather extremes as it is designed to be used wet.
