Hi All....
I'm lookig at a gently used 1996 Christmas Passenger Car LGB 36076. I have a few questions, did the 1996 Christmas Passenger Car come with metal wheels or stock plastic? The Christmas car has metal wheels is this a big upgrade in relationship to wheel dust from plastic wheels?
Secondly, has anyone tried with sucess to remove the year/date from the sides of the car?

Yes, it is.

Stock with metal wheels will always be a big improvement over plastic - it will run better, more smoothly, and yes, with less dust.

Given the age of the item I would be surprised if it came with metal wheels as standard - most LGB cars and wagons from that era had plastic wheels except for some of the very high-end "premium" items - the metal sets are more likely to have been retrofitted by a previous owner, I would treat them as a bonus!
