Looks a bit like "The Hood" from the Thunderbirds, who was voiced by Aussie actor Ray Barrett (might explain how he ended up a motorman in Oz). Definitely has the glowing eyes.
 
The LLC tram drivers all seem to wear bowler hats in the pics I´ve seen. I think that he´s carrying on a proud tradition. :D

On a different note, if you look at pictures of english factories, the workers wore caps and the supervisors wore the bowler hats.

Yes.... It was a "badge of office" and a "statement of status" to wear a bowler, only the "real chaps" wore bowlers....

If I tilt his bowler forward a bit he looks like Banjo Patterson.....

There was movement in the depot
for the word had passed around
that the tram bound for Bondi
