Can someone please tell me what the purpose of the red light in the middle is and when it is used?

Not sure on the Ge 2/4s.

I know on some of the more modern stuff (4/4 IIs and IIIs) a red light on the rear of the lok indicates it is pushing a consist with the driver in a cab car/steuerwagen at the opposite end of the train. (Although I was told this is not a hard and fast rule, just more of a "should do")

Don't know if this applies the same way to the 2/4.

Ok you asked ;)
Single red can be the rear of a light loco or loco on the rear of a push pull.
But! It's not mandatory as the did away with the requirement for a rear light in the 90's.
It can also mean wide load if displayed on the front with two whites as in your photo.
Three reds is an emergency warning.
