Seller says it's 99.9% mint condition, I think that is maybe a tad optimistic.

yeah, 99.9% mint is in direct contradiction with this:
"Model Condition: Very good - aesthetically excellent however the body is also currently loose from the chassis and the headlights need re-affixing. The previous owner has done some modification work so the loco does needs a little tinkering "
anything loose or out of place does not even qualify for "mint"... what if the real mint (that makes paper money) said that the paper money is 99.9% mint, just missing some of the printing?
Yep, I'd think long and hard about buying anything from that seller.
