What is the other small electronic item on the left by the headlight? What does it do?

the electronic part is an automotive led voltage regulator - - i had some spare so i did,nt have to bother working out the resister value for the input voltage .

the headlamp white leds came from old solar powered garden lights and the yellow ones where given to me from a chap from work .

Thanks for the reply. looking at the instructions/wiring diagram for the blinker it implies that it dosnt need a resistor. I can see that one might be needed for the headlamp.
