Will,
We handle the Boiler Certificate/safety problem by having a Boiler Safety person..
he lists a 3 day sticker after seeing the safety valve lift and release on first steaming, thats all we do for commercial boilers [ie: any recognised builder, Roundhouse/Accucraft/ etc.] for home builds ,if we dont "know it" he takes a closer look and watches the first firing, safety valve check as above, weve never had to refuse a boiler.. a green "dot sticker goes on the loco so its apparent its been checked. His list notes each loco and sticker issue..by the first day lunch time they have all been done.
