The other reason is that there are several diode drops (loss of voltage) between the track and the motor with a DCC decoder, the full wave bridge (2 diode drops) and then the 2 diode drops of the H bridge driving the motor.
The amount of drop depends on the type of diodes used in the FW bridge... the H bridge driving the motors is almost always FETs.
