What is it made from? Plastic or metal? Need more photos from different angles (front-side-top etc.) to get a good impression for this job.
Maybe keep a length indicator behind or aside? Is the steelwire used to position the headlight up-down?

It is made from plastic most of it is missing I downloaded a picture of one to show what it looks like. It is approximately 1 inch wide and is made to make the head light hang out over the front of the boiler about 1/2 inch.
Thanks
David

As these are plastic you could cut back the broken mounts to the 2 remainig boiler plate attachments shown (they will pull out) and the remaining lamp base and clean up/file to straight flat edges to bond new plates to. Fabricate 2 new side plates from (scrap ?) 20/30 thou " plasticard. Bond in place with a decent styrene/ABS solvent adhesive, not CA, epoxy, etc'. Paint matt/satin black to match in (or even use black plasticard instead of white). Job done. Note - you have used pictures of both Shay and Climax, different style mounts - I have 2 of each loco type here, both later series like yours. Hope this helps, Max

The light bracket was ca glued in I was able to remove the 2 parts will have to clean up the broiler so I can fit a new bracket on. I was looking at a trackside detail TD-107 head light bracket for a bachmann 10 wheeler I belive I can modify to fit the shay. Most the original bracket is missing makes it hard to fabricate one.
Thanks
David
