This is actually a standard TL45 product, I believe... it picks up power from the track like a DCC loco (power must be "always on" at full voltage), but actual control is via an R/C link from a little keyfob transmitter, using a receiver/control board not unlike the Tam Valley DRS or the mythical Massoth DRC300 (though the TL45 board controls the motor directly rather than via a DCC decoder).....
I'm sure it could be converted to run on onboard battery power without too much difficulty, the batteries would either have to go in the cab or - if heavy enough - be used to replace the big ballast weight inside the hood. I think the refernce to battery running in the listing is that Zenner will do this conversion for you at extra cost if required - they will also, if asked, bypass/remove the R/C board and supply the loco for normal analogue DC operation.
