Tricky to repair (I tried it once with a Lenz decoder). I would think cheaper to buy a 55021, or better still a Massoth eMotion L (usually cheaper than the LGB decoder)
Agreed, these items are generally non-repairable. Even if you could find someone time materials and shipping would likely exceed the cost of a new one and I doubt very much they would guarantee the outcome or offer a warranty. Depending on the loco a basic 4 function decoder can be had for around £30. Unfortunately decoders are delicate electronic items and every time I blow one (usually at install or test time) I have to remind myself to be more careful next time. Once installed they are fairly robust. My 2 cents.

Thanks for that and I agree it is so frustrating when there is nobody else to blame.
I just need to drive a single low power motor with no functionality apart from direction and speed. Can you recommend a decoder?

l can recommend Massoth eMotion M decoder (8154501), which has enough power (1.2A) for small locos and lighting function outputs for front, rear and cab lights should you need it later. It has 4 plugs that conform to the LGB colour convention white/brown/green/yellow that fit onto pins on the motor block, so easy to install. http://www.massoth.com/en/produkte/8154501.en.php
I Toasted an LGB 55021 in my early days of MTS. Sent it back to LGb (Rickter days) who promptly sent me a replacement FOC. Ah happy days, doubt that Marklin would do that, but perhaps with a current one?
