Roadbed advice over uneven paving slabs

I've got to take track over several feet of uneven, but firm, paving slabs.
Because of the gradient involved, the track has to be between 1/2" and 1" above the slabs, allowing for slab irregularities.
Any thoughts as to how to form the roadbed?

how about some nice block paving type bricks, cement them to the firm base, running paralel to each other, with enough room to fit in the track. then fill with horticultural grit, and float the track in it. at least that way you can have ballast. not keen on track layed on to boards with no ballast, but each to their own.

Thanks for the suggestions.
However, the trackbed on top of the existing non-movable slabs has to be only between 1/2" and 1" thick to make it flat and the correct gradient.
I'm considering using a mortar made with coarse sand.

My track bed is fixed down with ballast mixed with rapid cerment on a wet mortar mix this goes rock hard and can be walked on with no problems . will you be using the patio for walking around and standing on the track ?
