My guess is a bachmann big hauler chassis less the front bogie, and if the body isn't a GRS kit, then probably scratchbuilt with GRS fittings. Anyone know?

It is a GRS loco on an LGB modified chassis.

I thought bug mauler at first, but nope it's LGB, you can just make out pickup skates below the motion.

Before GRS brought out their own 0-6-0 chassis kit they sold these LGB chassis for their 0-6-0 kits.
