The American 'Steam in the Garden' website produces a number of very useful books on the subject, but IMO one of the most useful is the starter book - 'Starting in Steam'. At only $9.95, it's a bargain, although anybody living outside the US will have to pay shipping.
It's written by two old hands at the game, Scott E McDonald and Carl Weaver, and makes a great intro!
