I use a small gravel for ballast.

The problem is when it rains heavy (which is quite often) it gets washed away.

Is there a way to keep it in place that anyone uses.

Pva water proof carpenters glue mix it 1/3 PVA to water and add a drop or two of washing up liquid, then soak the track with water once it's nice and wet spray on the PVA mix where you want it to stay, wipe of rails and your done. There was a thread recently where he only applied the glue mix to the outside of the rails this then held in the middle bit in. not sure how it would work with the monsoon type rain we get here but may work for you............
